The Administrative Court of Lazio Region held that it is not possible to have more than one VLT licensee installing its machines in the same gaming law.
In November 2010 AAMS, the Italian gambling authority, had published a bulletin circular stating that it was not possible to install in the same gaming hall VLTs of 2 different licensees since such option is not prescribed by the law that on the contrary requires licensees to disclose the location of their gaming halls. Also, the presence of two different licensees in the same gaming hall would have potentially created technical issues and problems in terms of liability for misconducts, calculation of jackpots etc.. However, some licensees challenged the bulletin circular of AAMS since they argued this was a limitation to the freedom of competition and indeed given the relevant costs necessary for the opening of a gaming hall the possibility to share them between licensees was a considerable advantage.
It took long time to receive the decision of the court that unfortunately confirmed the principle set forth by AAMS i.e. one gaming hall per licensee. However, it is worth it to mention that such limitation does not prevent concessionaires to have more VLT suppliers in the same gaming hall as occurs in most of the cases where licensees in order to offer different types of games to their customers have machines of different suppliers in the same gaming hall.
